CCSD posts two Open Enrollment lists, and only the older one shows seat counts by grade. We read both. Twenty high schools made the 2027 to 2028 list, and two Henderson and Las Vegas campuses with seats last year did not.
Clark County School District publishes two documents parents tend to call "the capacity list," and they answer different questions. The School Eligibility page on It's Your Choice names the schools taking Open Enrollment applications for 2027 to 2028. A spreadsheet on the Demographics, Zoning, and GIS Open Enrollment data page, titled SY 2026 to 2027 Open Enrollment Seats Available, July 2026, shows how many seats each school had by grade for the current year. CCSD Insider downloaded and counted both on Tuesday, October 13, 2026, and rechecked the school list on Saturday, October 17, and Sunday, October 18, when the 20 high school names below still matched.
The 2027 to 2028 list
This is the one that decides where you can apply now. It is a plain list of names with each school's location code, split into elementary, middle, and high school tabs. By our count it names 218 elementary schools, 44 middle level campuses, and 20 high schools. A few campuses appear in two tabs, including Laughlin Junior/Senior High, Sandy Valley Junior/Senior High, and Dr. Charles I. West Preparatory Academy.
It does not give seat numbers or grade levels. The FAQ says the list is built with the Comprehensive Planning Department using "a school's available capacity and enrollment, projected future enrollment, and current building utilization," and that a school missing from the list "does not have available space to be in the application process."
The 20 high schools on it: Bonanza, Boulder City, Chaparral, Cheyenne, Cimarron Memorial, Coronado, Durango, Green Valley, Indian Springs, Las Vegas, Laughlin, Legacy, Moapa Valley, Mojave, Sandy Valley, Silverado, Sunrise Mountain, Virgin Valley, West Prep, and Western.
How does a school make the list?
The FAQ names the factors but not the math. The clearest description we found is last cycle's: a September 2025 memo from the district's COSA/Open Enrollment Department, 2026 to 2027 Open Enrollment Eligibility, posted on a school website. It says Comprehensive Planning compared each school's enrollment on Wednesday, August 27, 2025, with its program capacity from the prior year, and schools "below the 105 percent of capacity threshold were eligible."
Two adjustments followed, per the memo. Schools within 5 points of that threshold were checked grade by grade, comparing fifth graders leaving with kindergartners arriving. Planners also weighed housing being built inside the zone; the memo's example is an elementary school at 100.31 percent that was kept off because of six residential developments, four of them large apartment complexes. Magnet schools, Career and Technical Academies, and schools with their own enrollment process were left off by default.
That memo covers 2026 to 2027. No matching memo for the 2027 to 2028 list was posted on It's Your Choice when we checked.
Reading the seat spreadsheet
To find it, open the Open Enrollment data page on the Demographics, Zoning, and GIS site and open the file titled SY 2026 to 2027 Open Enrollment Seats Available, or go straight to the seat spreadsheet.
The July 2026 sheet has one row per school and these columns: LOC (location code), SCHOOLS, Trustee, Region, NSPF Rating, one column for each grade from kindergarten through 12, and TOTAL. The Trustee column pairs a trustee district letter with a city code, such as "A / HND" for Henderson or "C / NLV" for North Las Vegas. NSPF Rating is the school's Nevada School Performance Framework star rating. A note at the bottom says red text marks Magnet schools, which are not eligible for Open Enrollment.
Read across a row, not down the TOTAL column. A school's total can be large while the grade you need is zero.
Coronado High School in Henderson is the clearest example. It is one of only three high schools with seats on the sheet that carry a 5 star rating, and it shows 122 seats. But 103 of them are ninth grade and 19 are tenth grade. A family looking for an eleventh grader had nothing there. Palo Verde, the second, showed 15 seats, all in eleventh grade. Moapa Valley, the third, had 635 spread across all four grades, in Overton.
What the numbers show
The sheet lists 345 school rows and 263 of them had at least one open seat in July 2026. Across every row the seats add up to 62,407, but the spread is uneven:
Elementary rows account for about 34,700 seats, and 53 elementary schools showed zero kindergarten seats.
Only 17 high schools had any ninth grade seats, 1,754 in all. Silverado (234), Cheyenne (212), and Bonanza (208) held the most.
Several of the biggest totals sit in outlying towns. W. Mack Lyon Middle School in Overton showed 850 seats, Sandy Valley Junior/Senior High 468, and Virgin Valley High in Mesquite 283.
Henderson high schools were tight. Coronado, Green Valley (259), and Foothill (59, all twelfth grade) had seats. Liberty had none.
Do last year's seat counts still apply?
Compare the two documents and some schools drop off. Foothill and Palo Verde had seats on the July 2026 sheet but are not on the 2027 to 2028 eligibility list. The reverse also happens: a school can be on the new list without telling you how many seats it will have once the lottery runs.
The FAQ is blunt about what happens when demand runs over: "Applications are approved based solely on space availability," and families not drawn go to a pool of applicants. Seats can still be offered through the tenth day of the school year, per the main Open Enrollment page.
Who gets a seat when a school is oversubscribed
A computerized random lottery, with a sibling preference only when a brother, sister, stepbrother, or stepsister in the same household is already attending and will be enrolled there next year, and only for a first choice, on time application, the FAQ says. One group skips the list entirely: a district employee's child may attend the school where the parent works full time "regardless of space available," with proof of guardianship and an Open Enrollment application.
The FAQ says families hear before Spring Break. Students not selected stay in the applicant pool, can apply in the late window, and may appeal to the Superintendent, who reviews "based on space only." The late window on the Open Enrollment page runs March 22 through August 20, 2027, at 3:00 p.m.
Two Open Enrollment rules to keep in mind while you shortlist: the FAQ says CCSD transportation "will NOT be provided," and a student who accepts must stay at least one year.
Before you rank a school
Find the school's row on the July 2026 sheet and read the column for your child's grade, then confirm the school is on the 2027 to 2028 list. The star rating on the sheet does not say which year it comes from, so treat it as a starting point. The on time window closes Tuesday, January 12, 2027, at 3:00 p.m. on applyccsd.schoolmint.com. How Open Enrollment fits with your zoned school is in our zoning versus School Choice guide, and what happens after the lottery is in after you apply.
